TAS:Feds should inspect Gunns compo: Brown
HOBART, Aug 15 AAP - The federal government should scrutinise any compensation delivered
to timber company Gunns as part of the Tasmanian forestry deal, Greens leader Bob Brown
says.
The commonwealth and Tasmanian governments signed a $276 million intergovernmental
agreement earlier this month to restructure the forestry industry.
The deal includes $45 million to fund voluntary withdrawals of native forestry haulage,
harvesters and silvicultural contractors.
However, it remains to be seen whether Gunns - who pulled out of native forests last
year - will be compensated for their decision.
Senator Brown said the federal government should be able to examine any public money
being handed to the company.
"That's apparently mired in legal questions at the moment," he told reporters in Hobart
on Monday.
"Our view is that any opinion about the need for Gunns to be compensated needs to be
on very strong grounds. The commonwealth, I'm sure, will look at that.
"I would think it would be a very good idea if the commonwealth solicitor-general looks
at any opinion that comes out there and we get agreement."

Fed: UN report set to put more pressure on govt over climate
Pressure is mounting on the Australian government to take more immediate action to
combat climate change .. with tonight's release of a United Nations report predicting
potentially catastrophic temperature rises.
The report of the Intergovernmental Panel on Climate Change will be released in Paris
at 7;30 (AEDT) tonight.
It's the combined findings of about 800 climate change scientists around the world
.. and one of the most significant updates on the issue in recent years.
It's expected to predict global warming will cause billions of dollars of damage to
coastal areas from rising sea levels.
Australian of the Year TIM FLANNERY says the IPCC's likely prediction of a three-degree
Celsius temperature rise is conservative and in fact could be double that figure.
He says that would result in truly catastrophic conditions for all life on earth.
Professor FLANNERY says the report's predictions on the consequences of global warming
are middle of the road .. but are still a useful benchmark for the world to tackle climate
change.
Greenpeace Australia chief executive STEVE SHALLHORN says parliament must next week
examine clean .. safe and viable energy solutions.
And WWF-Australia chief executive GREG BOURNE says Australia's greenhouse gas emissions
must start falling by 2010 to stand any chance of avoiding catastrophic consequences.

NT:Court should be bulldozed: Chief Justice
The Northern Territory's outgoing Chief Justice says he's disturbed by calls for some
forms of religious and customary clothing to be banned in Australia.
Chief Justice BRIAN MARTIN says while most people work and live together in harmony
.. he gets agitated when he hears people spouting intolerant views and pressing for laws
prohibiting the wearing of a particular form of dress.
He's urged political and other leaders not to pander to the intolerant by conveying
negativity with statements .. such as being confronted by a particular form of dress.
Chief Justice MARTIN's comments follow a ruling by a Perth judge that a Muslim woman

NSW: Winds may fan bushfires threatening homes
Firefighters are bracing for erratic winds that could push bushfires closer to homes
already under threat on the New South Wales south coast.
A forecast from the Bureau of Meteorology says gusts up to 60 kilometres an hour are
forecasted to lash the Illawarra and south coasts into this morning.
And a Rural Fire Service spokesman says changing winds may shift the fires in a multitude
of directions, making it difficult to protect homes under threat.
Residents of Dolphin Point and Lake Tabourie .. in the Shoalhaven .. have been advised
by the Rural Fire Service to prepare their properties against flying embers and smoke.

FED: Funding universities now makes economic sense: UA
Universities have launched a pre-emptive strike against the federal government ahead
of the May budget .. releasing economic modelling which suggests investing in higher education
would massively boost Australia's GDP.
The government's own Bradley review .. released late last year .. found the commonwealth
needed to boost funding by 6.5 billion dollar over the next five years to stop Australian
universities falling behind their international counterparts.
But Labor has suggested that isn't affordable in light of the current global financial
crisis and funding will have to be staggered.
However Universities Australia says new research it commissioned proves the sense of
investing in education now.
The KPMG study estimates the return on investment in higher education to be 14 to 15
per cent .. double the benchmark set for good investment at the long-term bond rate of
six to seven per cent.

Qld: 1000 evacuated from Brisbane CBD
BRISBANE, Dec 16 AAP - Nine women have been treated in hospital after suspected chemical
fumes caused the evacuation of 1,000 people in Brisbane's CBD.
The women were taken to Royal Brisbane Hospital with breathing difficulties.
Emergency services responded to several triple-0 calls to a 22-storey building in Anne
Street just before noon on Tuesday.
Police blocked traffic along a section of Anne Street, while fire fighters tried to
find the source of the fumes.
An emergency services spokeswoman said fire officers had not yet identified the cause.
"Queensland Fire and Rescue Service officers have shut down the air conditioning system
and are currently conducting air quality tests," the spokeswoman said.
The Environment Protection Agency, which has offices in the high-rise, reported that
chemicals were responsible for the fumes and subsequent evacuation.
"Our office at 160 Anne Street Brisbane has been evacuated due a chemical incident.
The incident is being investigated by Queensland Emergency Services," the statement said.

Dan MacKenzie said he woke up around 6 o'clock the morning after he posted one of his short films on a popular Web site where fans comment on others' work.
"It was Christmas-morning-like anticipation," the Gorham High School junior said of the rush to see what others thought of his film.
The budding clay animation filmmaker was pleasantly surprised.
"(Y)ou're like a claymaster or something, wonderful job," reads one of the comments on www.newgrounds.com about his short film, "Become."
"I don't even know how to describe this. Really great things(,) man, really great," wrote another visitor, the day after the film was posted in mid-2005.
"Become" is now on its way to the Canadian Film Festival.
MacKenzie caught the film bug as a child, when he made stop- motion movies with Legos. He is still relatively new to claymation filmmaking.
The tall, lanky 17-year-old spent the past year learning and perfecting the art. He's self-taught, using Internet tutorials and scrutinizing the "how-to" footage on the making of the claymation movie "Wallace & Gromit: Curse of the Were-Rabbit" and the making of the old "King Kong" film, where moviemakers also used stop-action techniques.
He now runs a one-man production company, Mack Productions, makes short films and updates his Web site, www.mackpro.net, out of a basement room his father once used as a home office.
The Internet gives MacKenzie the opportunity to get near-instant feedback on his short films. Through the Web, he also met an artist from the United Kingdom who agreed to record original music and do the voice-overs for his latest film free of charge.
"The Internet is huge. If I didn't have the Internet, I wouldn't even know where to start," he said.
MacKenzie said life as a claymation producer can be frustrating, especially when a character's arm keeps falling off or just won't move the way he wants. It's also tedious work. MacKenzie, who relies almost entirely on basic editing software, connects a digital video recorder to his computer, moves his clay models a tiny bit, and clicks with his mouse to capture an image. Every 20 clicks equals one second of film.
His latest movie, "Winter Attack," took approximately three months to make. The film, starring a friendly ogre who gets pummeled with snowballs by a renegade snowman, is about five minutes long.
But the creative process behind the stories - making backdrops from Styrofoam packaging, scribbling models of characters on notebook paper - is exciting, he said.
MacKenzie, who is in the process of visiting film schools, said he wants to stick with claymation. He said the success of films like "Wallace & Gromit: Curse of the Were-Rabbit" and "Corpse Bride" prove that claymation still has a place in an industry that is becoming more and more dominated by computer animation.
His next project is a short commercial for the Portland Center for the Arts' Web site.

Chamberlain, Joseph
Chamberlain, Joseph (b. London, 8 July 1836; d. 2 July 1914) British; Secretary of State for Colonies 1895–1903 Joseph Chamberlain was famous more for the causes for which he campaigned than for offices which he held. He is also notable for helping to split the two major political parties.
Chamberlain was born into a family of boot and shoe manufacturers and entered the family firm after leaving school at 16. He soon moved to work for an uncle who was a screw manufacturer in Birmingham. He was so successful in the enterprise that he was able to retire at the age of 38, in 1874, and devote himself to politics.
Chamberlain is for ever associated with Birmingham. He rose to prominence as a local councillor and Liberal MP for the city, and his provincial base lent an extra edge to his radical politics. He was elected to the Birmingham council in 1869 and supported many of the radical Liberal and nonconformist policies. He became mayor in 1873 and was re-elected for two further years. He was a reforming leader and his schemes of civic improvement made Birmingham a model city. He also helped to form the remarkable Liberal caucus, the most notable example to date of machine politics in Britain. Through the clever deployment of votes, efficient organization, and campaigning the Liberal Party dominated Birmingham politics. In 1876 he was returned at a by-election as an MP for the city.
The Liberal leader, Gladstone, disliked Chamberlain's mix of populism and radicalism. Chamberlain could not be ignored and entered the Cabinet in 1880 as president of the Board of Trade. He supported such radical policies as manhood suffrage, graduated taxation, pre-primary education, and the disestablishment of state churches. He was anathema to many Conservatives and even the Whigs in his own party.
Gladstone's support for Home Rule for Ireland led to Chamberlain's break with the party. The latter was opposed to a measure that he was sure would lead to the breakup of the United Kingdom. Yet he was not unsympathetic to the Irish demands and proposed a federation with separate parliaments for the constituent parts of the United Kingdom. He also could see that Home Rule would stifle the cause of social reform. In the short-lived 1886 Liberal government he was a member of the Cabinet and president of the Local Government Board. He then resigned and broke with Gladstone. He risked his political future because he was regarded as a likely successor to Gladsone as party leader. There was some irony that Chamberlain was joined by the Liberal Whigs, given the troubled history of their relations. Eventually the breakaway Liberal Unionists were to fuse with the Conservative Party. His local power was shown by the fact that Birmingham followed him when he broke with the Liberal Party.
In the Conservative government of 1895 he was made Secretary of State for Colonies. He was still a supporter of social reform, notably the introduction of old-age pensions, but was able to do little. In spite of his nonconformist appeal he was prepared to accept the Education Act of 1892. His support for the Boer War furthered his break with radical Liberals.
Chamberlain, convinced that Britain was gradually falling behind Germany and the United States as an economic power, thought that Britain should abandon free trade and protect her domestic markets by erecting tariffs. With the revenues from the tariffs the government could introduce social reforms. He also saw a preferential tariff for the colonies as a way of strengthening the union between Britain and her colonies. He resigned his Cabinet post in September 1903 to campaign for tariff reform. His cause divided and eventually led to the collapse of the Cabinet of A. J. Balfour.
The campaign was doomed. Any proposal for higher taxes on food courted disaster at the ballot box and the Conservative and Unionist Party lost heavily in the 1906 general election. Although the majority of the Conservative Party supported his stand, this was his last great cause. He was incapacitated by a stroke in 1906 and although he lived on until 1914 his political career was finished.
Chamberlain was the father of a remarkable political family. One son, Austen Chamberlain, became leader of the Conservative Party, and Neville Chamberlain became Prime Minister.
